Help for Texans – Housing and Utility Assistance
The Help for Texans program, administered by the Texas Department of Housing and Community Affairs (TDHCA), connects residents with local organizations that offer support for rent, utility bills, home repairs, and other housing needs. While TDHCA does not provide direct assistance to individuals, this tool helps you find nearby providers who may be able to help.

Water Leak Detection
An unusually high utility bill could be the result of a leak. Leaks are not always visible and may be difficult to identify. Review the Water Leak Detection document for determining if you have a leak.
Service Line Warranty Program Information
The City of Hurst partners with the National League of Cities (NLC) Service Line Warranty Program, administered by Service Line Warranties of America (SLWA), to offer residents an optional warranty program for water and sewer service lines.
Many homeowners are unaware that repairs to the water and sewer lines on their property — from the home to the point of utility responsibility — are the homeowner’s responsibility. Breaks, leaks, and blockages on these private service lines can be costly and are not typically covered by standard homeowners insurance.
Through the NLC‑endorsed program, Hurst residents may choose to purchase warranty coverage that helps protect against unexpected repair costs for:
- Exterior water service lines
- Exterior sewer/septic service lines
Participation is completely voluntary, and choosing to enroll does not affect your utility service in any way.
For plan details, pricing, or enrollment, visit www.SLWofA.com or contact SLWA directly. The City of Hurst does not administer the program or receive customer information related to enrollment.
