Background Information

In 2025, the Hurst Firefighter Association initiated a petition under Local Government Code 174 to add Proposition A (IAFF LOCAL 4660) to the election ballot.

This ballot measure was approved by voters during the November election, and City Administration and the Hurst Fire Association have begun the Collective Bargaining process.

What is Collective Bargaining?
Collective bargaining is a process by which employers and employees sit down to discuss the terms and conditions of employment. These discussions will lead to a collective bargaining agreement (employment contract) that outlines wages, hours, and working conditions. A collective bargaining agreement, sometimes referred to as a “union contract,” is a written legal contract between the City and the Association representing Fire Department employees. The agreement is the result of a collaborative process between the City and the Association regarding topics such as wages, hours, and terms and conditions of employment. With the approval of this proposition, the Hurst Firefighter Association became the single bargaining agent for Hurst Fire Department Members. Section 617.003 of the Texas Government Code prohibits strikes by public employees, which remains in effect.
