Water Meter Replacement Project

The City of Hurst is modernizing its water metering system. Since October 2024, City contractors, Ameresco and their subcontractor, Second Sight Systems, have been evaluating pipe material at the water meter to meet the Environmental Protection Agency (EPA) Lead & Copper requirements. This is the first phase of our water meter replacement project, estimated to complete by April 2025.

The second phase of the water meter replacement project is estimated to begin in April/May 2025. Also in partnership with Ameresco and Second Sight Systems, new Advanced Metering Infrastructure (AMI) water meters will be installed for all utility customers. This upgrade will provide you with more detailed insights into your water usage, helping you track consumption and manage your monthly bill more effectively.

What to Expect During Installation
Over the next year, installation teams will systematically replace all residential and commercial water meters. Before installation begins in your area, you’ll receive detailed information in the mail.

Installation Process:

  • Work will take place Monday through Friday, from 7 a.m. to 7 p.m., with occasional Saturday installations if needed.
  • Ameresco and Second Sight Systems staff will wear uniforms and drive vehicles with their company logos.
  • A team member will knock on your door before beginning installation. If you're home, they'll explain the process and ask you to refrain from using water for about 30 minutes. If you're not home, they'll check to ensure water isn’t in use before proceeding.

Installation Steps:

  1. Temporarily shut-off water service to your home.
  2. Removal of the old meter and meter box lid.
  3. Installation of the new AMI meter and meter box lid.
  4. Restoration of the work area.

Important Notes:

  • Contractors will never enter your home.
  • If supplies are limited, the new meter box may be installed first, with the AMI meter added later.

Post-Installation Information
After installation, if an outdoor faucet is accessible, the team will flush your home’s water lines. If they cannot complete this step, they will leave a door hanger with simple flushing instructions which include running an outdoor faucet or a bathtub on cold for about one minute and avoid using hot water to prevent air or sediment buildup in your water heater.

If installation cannot be completed due to a locked gate, inaccessible meter, loose dog, or another issue, a representative from Hurst will contact you to reschedule.

Contractors will be properly identified with either the “Ameresco” or “Second Sight Systems” logos on their vehicles and uniforms.

**Below is information on Phase 1 - Published on October 4, 2024** 

At the City Council meeting on August 27, the City of Hurst approved a contract with Ameresco to install an Advanced Metering Infrastructure (AMI) system for the City. AMI stands for Advanced Metering Infrastructure. AMI meters consist of a water meter, a register and a low-powered communication device/radio that is integrated in a single unit. The register continuously records water usage, and the radio sends a meter reading to a Gateway, which is mounted on a monopole or elevated water storage tank. The Gateway transmits the meter read over a secure network back to the City's meter data management software. With this upgrade comes the ability for water customers to review their water usage through an internet-based customer portal. This project will include water meter replacements and a city-wide survey of pipe material at the water meter.

Per recently passed federal and state requirements, the City of Hurst is utilizing Ameresco and their subcontractor, Second Sight Systems, to evaluate pipe material at the water meter to meet the requirements of the EPA Lead & Copper requirements. The initial survey phase of the project began in October 2024 and will continue through February 2025, unless they finish sooner.

During this initial phase, Ameresco and their subcontractor, Second Sight Systems, will have crews properly identified with either the “Ameresco” or “Second Sight Systems” logos on their vehicles and uniforms.

These employees will open meter boxes to check service line material and then replace the lid.  The process will not disrupt water service but usually requires digging around the water meter.  In a lot of cases, the field crews will be using a vactor truck and/or trailer to extract dirt from the water meter box. Ameresco or Second Sight Systems employees will not enter your home at any time, they only need access to the water meter.
