The City of Hurst strives to provide employees with fair compensation and competitively rich benefits acknowledging the strength of balancing work with a healthy and active personal life. The City offers comprehensive health insurance for the employee and family sharing the majority of the cost of coverage, dental insurance for employees, and we offer voluntary participation in a variety of other insurances based on each employee’s unique needs and preferences. Additional benefits are given designed to reward longevity, healthy and active living and encourage, and strong educated approach to retirement. Brief summaries of employee benefits are provided below:
Health, Dental, Life, LTC, and LTD
Three health plan options are available to eligible city employees and their dependents with employees contributing a very reasonable amount based on rate of pay and level of coverage selected. The City of Hurst provides life, dental, long-term disability, and "core" long-term care insurance for eligible City employees at no cost for employee coverage.
Regular full-time employees receive longevity at the rate of $4 / month per year of consecutive full-time employment with the City of Hurst, up to a maximum of 25 years. Longevity is paid biweekly.
This plan provides for an incentive for each full-time employee to keep sick leave at a minimum. Employees are paid a cash award each December based upon their sick leave usage during the previous fiscal year (October 1 through September 30). To be eligible an employee must complete the full twelve months of the previous fiscal year in a regular budgeted position.
The City is proud to recognize the service of its employees. Special recognition in the form of service pins is presented on every five year anniversary, beginning with the employee's fifth anniversary.
Our three-pronged approach to help build a strong retirement:
All full-time employees are required to join the Texas Municipal Retirement System (TMRS). Beginning with the first paycheck of employment, each city of Hurst member of TMRS will deposit (by payroll deduction) into TMRS seven (7%) percent of his/her gross pay. The City will match the deposit in the system in an amount double to the amount deposited by the employee.
City employees are covered by social security. Both the City and the employee make deposits.
Deferred Compensation (457 Plan)
Deferred compensation programs through Empower Retirement is available to all regular full-time employees, as well as part-time employees that work 1000+ hours per year.

Birthday: Employees who have completed one or more years of service as of January 1st of each year are eligible to receive one day off with pay for their birthday.
Vacation accrual begins immediately upon employment in a full-time budgeted position. Full-time, regular and probationary employees accrue vacation leave as follows:

Leaves of Absence
All full-time regular employees shall accrue fifteen (15) days sick leave per year. Sick leave may be accrued without limit. Only full-time regular employees who have completed their first six months of service in a regular budgeted position are eligible to take sick leave.
A maximum of ten (10) days per calendar year paid military leave will be granted to all regular employees for the purpose of responding to orders of the military service.
All employees who are registered voters are entitled to a reasonable time off to vote in elections.
Court leave will be granted to all employees for the purpose of appearing as a juror in the proceedings of a legally recognized court or other body having power of proceedings.
All full-time employees may be granted emergency leave for a period not to exceed three (3) days in a calendar year in the case of a death in their immediate family.
Flexible Spending Account
Health and Dependent Care Flexible Spending Accounts allow employees to pay some benefit costs, such as qualifying health related and/or dependent/child care expenses with tax-free money. This benefit is available to all full-time employees on January 1st, following six months of service.
Interest Sensitive Whole Life Insurance
This portable insurance coverage, provided by UNUM, is available to all regular, full-time employees and non-seasonal part-time employees normally working 20+ hours per week. This program is voluntary, and the City does not pay for any part of this insurance. The life insurance policy is separate from the term life insurance policy that the City provides to each regular, full-time employee. Employees that choose this coverage lock in a monthly premium based on their age and desired level of coverage.
Specified Critical Illness Insurance
This portable insurance coverage, provided by UNUM, is available to all regular, full-time employees and non-seasonal, non-temporary part-time employees normally working 20+ hours per week. This program is voluntary, and the City does not pay for any part of this insurance. This insurance will pay a lump sum when the covered person is diagnosed with a covered disease. Employees that choose this coverage lock in a monthly premium based on their age and desired level of coverage.
Educational Tuition Reimbursement
Full-time employees who have completed six months of service may take qualified job-related courses and receive tuition reimbursement based upon his/her grades in the courses.
City of Hurst employees and their family members are eligible to join the Educational Employees' Credit Union.
